Position Summary:
The Manager Safety Programs coordinates and manages all aspects of JetBlue’s Aviation Safety Action Program (ASAP), Safety Action Report (SAR), and Line Operations Safety Audit (LOSA) programs. Reporting to the Director, Operational Safety, the Manager partners with Operational ASAP and Safety Management System (SMS) Managers in the conduct and oversight of standardized operating procedures and implementation of revised processes identified through continuous improvement of the programs. In addition to being a key focal point for Federal Aviation Administration (FAA)-related matters, interface with key JetBlue Leaders, specifically 14 CFR 119 management personnel.
The Manager Safety Programs will administer a data-driven system, based largely upon scientific principles and operational knowledge, which allows for continuous monitoring and management of safety risks associated with operational error in support of hazard identification, risk mitigation, and organizational learning. A special emphasis is placed on the identification, tracking, and trending of irregularities and identified hazards that might be precursors to an aircraft accident or incident, damage event, or crewmember injury.
Essential Responsibilities:
- Supervise the processes of the operational workgroup voluntary safety reporting programs. This entails data collection, analysis, and reporting processing for all company Safety Action Report (SAR) and Aviation Safety Action Programs (ASAP)
- Assists the Director, Operational Safety & SMS in development, implementation, and continuous improvement of the ASAP in accordance with the guidelines contained in Federal Aviation Administration (FAA) Advisory Circular 120-66 (as amended)
- Coordinates with the Operational SMS and ASAP Managers to maintain programmatic oversight and standardization of JetBlue’s ASAP & SAR, associated review processes, Event Review Committees (ERCs) and Report Review Teams (RRTs)
- Assists the 14 CFR 119 Director Safety, Director Operations, and workgroup Regulatory Compliance Manager(s) in investigating any apparent violations under the Voluntary Disclosure Reporting Program (VDRP) and the development, tracking and trending of comprehensive corrective action plans
- Responsible for the coordination, development, training, conduct and administration of the Line Operations Safety Audit (LOSA) program
- Collaborate with departmental subject matter experts and operational managers to produce quality analyses and deliverables and contributes to required reporting from each program
- Direct focus of data analysis to provide in-depth insight into underlying contributing factors to data trends; interfaces with company leadership and operating department crewmembers to ensure analysis objectives and company data needs are met
- Coordinates with relevant operational areas of the organization to ensure findings are subjected to additional validation and assessment, and addressed with appropriate follow-up action
- Interface with representatives from operational departments, Unions, Values Committees and the FAA regarding the administration of the company Safety Programs
- Produce factual and statistically sound analyses, reports, and briefings on voluntary reporting activity, case resolutions, as well as, trends and issues identified through the programs
- Collect information to facilitate event investigation and analysis. Information collection efforts will include, but not be limited to conducting crewmember interviews, soliciting written statements, and researching technical reports and documents
- Produces communications, reports, and newsletter articles and provides briefings regarding JetBlue’s voluntary reporting programs
- Provide Safety Program input to JetBlue’s Safety Review Board (SRB) and relevant Risk Working Groups (RWGs)
- Ensure that operational safety activities are coordinated and integrated within JetBlue’s Safety Management System (SMS)
- Participate in airline industry safety conferences, groups, and associations to include domestic and international travel
- Adheres to all Safety and Security regulations
- Take a significant role in the development of crewmembers to support their engagement, growth, and goal achievement
